IISEE has steadily increased the number of the lectures posted in the
IISEE-UNESCO Lecture Notes Archive System in the IISEE website
(http://iisee.kenken.go.jp/lna/).
We have 37 lectures posted in this system, while 14 in last March and 26 in
last May, as announced in Newsletters. Particularly, lecture notes of Global
Seismological Observation Course are newly added.

Bunichiro SHIBAZAKI

The International Friendship Party was held at the exhibition hall of BRI on
February 16. All 33 participants including the Regular and Global Courses,
Chief Executive, Deputy Chief Executive, some lecturers of BRI, and IISEE
and JICA staff members joined this party and deepened friendship. Each
course and some volunteer groups showed their entertainments in this party.
In fact, many kinds of songs and dances from many countries were performed.
Some of them wore KIMONO (Japanese traditional clothes) and danced to
Japanese music. Every performance was so wonderful that the party was warmed
up very much. We really had a great time on this day.

The 15th Training Course on Global Seismological Observation was held from
January 7 to March 5, 2010. The eleven participants from eight countries
studied about the CTBT regime and the role of seismology in International
Monitoring System. They also learned skills to design a seismic network and
data analysis techniques to discriminate nuclear tests from natural
earthquakes. All of the participants successfully completed the training
course. We owe this success to the guest lecturers and those who gave us
valuable advice at the sites that we visited. We are very grateful to them
all. This training course is going to be held continuously for 2009-2011 of
Japanese fiscal years.

Tatsuhiko HARA

I, Hurukawa, attended the opening ceremony of the first China Seismic
Building Course in Beijing, China on March 8 and made an address. After
the first China Seismic Building Course in Tsukuba
(https://iisee.kenken.go.jp/en/newsletter/newsletter-48/) last autumn,
the trainees in Tsukuba become lecturers in the training courses in
China. I'm sure they will disseminate their knowledge to 5,000 Chinese
structural engineers. Furthermore, I visited the China Earthquake
Networks Center of China Earthquake Administration in Beijing on March 9.
Dr. Huang, an ex-participant of the Global Seismological Observation
Course in 2009 JFY, guided me through the Center. Finally, I met one of
my first students, Dr. ZHAO Zhixin (1984-85 S). He guided me to the Bird's
Nest (Main Stadium of 2008 Olympic Games) and others.

On behalf of the IISEE, we would like to express deep sympathy to
the victims of the damaging earthquake on 27th February in Chile.
We expect all of you are actively working for earthquake disaster
mitigation in your country. We wish for the earliest possible recovery of
Chile. In order to share information on the earthquake with other (ex-)
participants, we would like to ask you to provide us information on the
earthquake which you have. Since we have established a new FORUM on the 2010
Chile Earthquake in the Alumni Website (http://iisee.kenken.go.jp/alumni/),
please post your information to it. At this moment, we have two topics.
1) special page on the Chile EQ and 2) Relocation of aftershocks.

As the first note, "Note on Moment tensor solutions in the database"
has been uploaded. We are planning to continuously upload notes so that
this web site will be used more efficiently. Your feedbacks will be highly
